Of course R&D should be a continuous process, a but a new attack helicopter seems a strange choice given that Z-10 is already of more modern basic design lineage than Z-20, Z-18, or even (reading between the lines) the upcoming Sino-Russian heavy lift helicopter.
A 5 year program map to fielding makes me think this will be a Z10 or Z19 Overhaul.
Anything really revolutionary would need at least 2025 - 2030 and then it would likely be some kind of non conventional rotorcraft like X3, Defiant/Raider, Valor or the like.

A further development of Z-10 and/or Z-19 seems most plausible given the timeline, yes.

Another possibility, given the talk of a new "generation" of helicopter, coupled with the fact that one would certainly expect the recent developments in high-speed helicopter design to feature at some level in China's R&D complex, is that we are looking at a technology demonstration project akin to X3 or S-97 Raider. Of course that doesn't fit with the idea that the helicopter will enter PLA service in 2020, but it would otherwise seem a sensible and plausible development path for China to be taking.

As soon as people heard stealth capability for the next generation Chinese attack Helicopter. They already start talking about it being US Commanche clone without any information on what the future Chinese Helicopter looks like.

Also about the supposedly top secret stealth Helicopter used to raid Osama bin Laden's compound that was crashed with some parts ended up in Chinese hands because of the close relationship between China and Pakistan. ( This theory is possible but not likely as Pakistan also needs the U.S)

I think the Chinese fanboys are guilty of the "China Clones America or Russia" stories.:D. They are mostly either "America best" or "Russia best", so their creations are 90% clones of either sides which is then forced onto Chinese military by themselves and their audiens.

What the Z-10 needs in the short run is a more powerful engine so that it can carry more weapons and more powerful sensors.

We don't know when the program got started
