it's not powerful per se, but it offers some features P-PAR doesn't. It's not like suddenly you're emitting 100 more kW.

just like we don't know anything about the 51C, 52B, FACs, J-10, J-11 (maybe), DF-31s, 2nd artilitary, type 98/99, PRC isn't like the US, in which as soon as they get a fighter, ship, or weapons or start research it accounce it in public to all the world...

the chinese are keen to hide many more military secrets than the u.s, which may give people the impression it is signifigantly weaker and cant tak on U.s. buy china probably has a few tricks up its sleeve.

it has black projects, but still shares too much of its more advanced projects and tachnologies. it gives people an impreesion of a strong military, while china looks weak due to lack of info, people think they still fight the way they did in the 60's.

let's not kid ourselves here, the US gives off the impression of superiority because it, indeed, is the premier military power on the planet. It really has no need to conceal that fact. China, on the other hand, must keep some elements low key in hope of catching a stronger opponent off guard, which is rather difficult in case of the US military.
