I still think they could have manufactured another of these STOBAR carriers before moving into the CATOBAR version.
Also it is kind of a big jump and there is still a lot of things they could do, like test more novel propulsion methods, like the Queen Elizabeth class which uses IEP with CODAG. They want to make this massive jump into the CATOBAR carriers and we still have little clue about which propulsion methods they will use in the first series. The USA actually had a kind of neat carrier design where you could relatively switch from steam boilers to nuclear propulsion though. So perhaps they have that in mind here.

There is going to be this gap between the LHD and the CATOBAR carriers. Then there is the issue that the Type 071 is like a single use vessel. I think the Chinese could either replace some of their troop carriers with multi-function STOBAR vessels like the Spanish use, or have two CATOBAR classes with different sizes in the future.
