Not sure how the PLAN does things but I know the US Navy is in a constant state of training and re-training to make 100% sure shipmates know their jobs in all aspects particularly firefighting and damage control.

I'm not sure I understand this. Did someone actually produce a concerto for the sea trials?

I think it is just some guy made personal fun pictures. The supposed Film Producer on the post "火玄电影制片厂" does not exist neither through Baidu nor Google.
