How difficult would it be to pass off a specially prepared Z-20 with suitable marking as ROC UH-60?

I'm seeing some interesting possibility for special operations.

I'm seeing some interesting possibility for special operations.
This should be relatively easy as PLA Army Aviation had operated S-70C Black Hawk which is practically identical to UH-60. Modifying Z20 to look like UH-60 can be done using S-70C as reference.

Or simply just refurbish and reactivate the old fleet of S-70C.

Way too low we have projected production and procurement for WZ10 engine in 2021 and beyond. And it is something like 400 unit ! Assuming 2 engine per helicopter that is 200 Z20 or 100 unit per year of 8 per month make sense. Split 60 for PLA and 40 for PLAN. Z20 will be work horse for PLA and will be produced in large number. Even that is not enough recent new order for Mi 171 is confirmed

Well I found the security exchange filing of the planned production of WZ10 from alert 5 seem my guesstimate is accurate roughly 200 engines from 2021 on here it is

The WS-10, which powers the J-10, J-11, J-15, J-16 fighters is having a successful production run. The company sees gradual increase in annual production numbers starting from 320 engines in 2020 till 450 engines by 2026.

The PLA is expected to induct a large number of Z-20 utility helicopters into service in the next decade as demands for the WZ-10 turboshaft engine is being increased from 65 for 2020 till 205 engines each year by 2026.

Curious as to what is your line of thinking here?
With the amount of cross strait commercial traffic, I'm not sure what you would accomplish with a fake ROCA helicopter vs. a fishing boat.

Put the area under intense EW, radar offline, fake signals all over the sky, the works, make it seem like an invasion is immanent.

Special forces in ROC gab land with ersatz UH-60 near the Presidential Office Building, bluff their way pass or subdue resistance quietly and then claim they are to escort the ROC president to safety, with false flag fire fight if necessary. I'm pretty sure she doesn't know enough about helicopters to notice the deception. Once she's onboard head for a LHD offshore, just not the LHD she thinks she's going to.
Yea, I heard that on the last podcast from the chubby guy from Guancha. F'ing hilarious!
