What "occupational forces"? The US military is a guest of Japan. The fact there are agreements relating to this doesn't make their prescence any less consensual.The Japanese should have no right to restrict the movement of the ocupational USA forces, regardless of any infection or similar issue.
You don't seriously believe this do you? There's only one reason why US bases are in Japan, and that's because the US wants them to be there. Japan's Covid-19 controls are often prefectural rather than nationally imposed, and it appears that Okinawa prefecture is one area where extra controls have been brought in. Having foreign military personnel exempt from rules that Japanese citizens and other resident (non-military) foreigners have to follow would make no sense. It would also increase hostility towards the US military, which Washington would obviously want to avoid.
Looks like Japan and the US are working out a reasonable solution.
