Any ship or subs could potentially run into these things and even without injuries to the crew/and or loss of life, the fish owner could lose millions of dollars worth of fish.
It's not a fishing cage it collided with. No fishing cage has the density and structural rigidity to cause any damage to a submarine. Fish cages are also more or less stationary objects.
This was clearly a collision with a geographic feature or another man made vehicle of substantial enough mass and/or speed to cause 11 injuries on the Seawolf. Either that or a smaller vehicle that collided with the Seawolf on its side. It could have been intentional or an accidental collision either caused by the Seawolf not realising the object is there or the object ramming into it either accidentally or intentionally. Neither side are saying much at all and probably know far more than they are letting... well for the US that's a certainty. It could even be a Japanese, Russian, or Taiwanese object.
Am not sure you realize how massive the aquaculture enclosures are.
