Izumo is only called DDH for political reasons. Don't take designations seriously.

The primary JMSDF contribution to the 7th Fleet is ASW and the Izumo was designed with that mission in mind. It now has a limited strike role.

Izumo's expanded role is probably island defense.
Yes.............we have seen this before where a warship class has been designated as something else, other than what it really is.......either for political reasons or finance reasons to get the ships built in the first place.............a good example of this were the 3 Royal Navy Invincible class carriers, which were around 20,000 tonnes. They were initially classified as Through deck Cruisers!

I'm pretty sure that the JSDF only use these particular names due to post-WWII restrictions, that doesn't really change the nature of these ships being pretty much mini-carriers capable of attacking especially after Abe's military reforms and the rise of right wings in Japan.
 
Official classification aside, comparing a light carrier / helo carrier to a LHD is still comparing apples to oranges. They have very different roles and designs.
