It's not towing anything. That's a fuel line used in astern fueling.

Shipyards are probably busy building civilian ships, judging by the surge in orders. Most facilities are dual use.

If they are being constructed in Jiangnan, they would be constructed and assembled inside those huge sheds. You won't see any ships out until they are rolled out of the sheds about to be launched.

Dalian would be different. Modules would be formed within the sheds, and the drydock is used only when the ship is ready to be assembled.

I don't expect any new destroyers to appear until the drydocks are cleared in either both shipyards of their civilian contracts or previous military contract, e.g. 003.
