I'd probably expect it to be 1-2 months delayed due to virus, although second ship construction is usually faster than first...

In a wartime scenario, are there any surface combatant vessels in the PLAN that do not require the intake of seawater as a source of coolant?
I'm just curious about the ramifications of increased EW and global warming, ie: HMS vessels that have repeatedly run into cooling issues

You can see from the previous picture that thing disgorges a lot of water. You can bet that is something they are testing, or about to find out if they miscalculated, that's why a 055 is in trials in the warmer waters of the South China Seas.

Global warming is projected to increase surface ocean temps by a few degrees at most, is that seriously enough to cause an issue? I'd imagine military ship designs would have pretty large margins of safety.

Why do you think there is a potential problem? When you mention the HMS vessels' cooling issues, what ships are you talking about? QE carrier and Daring class? Their problem with cooling is related to their architecture of IEP. Not the few degrees higher sea temperature.

A conventional GT will loose some percentage of power in hot climate, but not cripple anything. However that drop of GT power will mess up the load balancing and frequency synchronization (AC) of electrical power grid if not compensated and regulated instantaneously, eventually burning some components. The UK's IEP architecture failed to address this scenario adequately even though some engineers have anticipated this scenario but was ignored by the defense ministry.
