Question about 3d printing and aircraft weights

In reports about 3D printing and Chinese aircraft, it's currently being suggested that Chinese 3D printing can reduce weights by 40% over conventional technologies.

Is this for the titanium parts by themselves, or is this for the entire aircraft?

I expect it means the average advantage of titanium printed parts over parts or, more likely, assemblies manufactured the "old fashioned" way. And then of course considering cases where the advantage is obvious. I confess I don't know and that I am a bit suspicious but even so then the technical progress will be significant. That way aircraft might be built that otherwise would be plain impossible.
