For quantum computers there are about 4-5 different approaches to it. China is leading in some, and the US leads in others. We have to wait until we find out which approach will be proven to be the most promising before we say "China has won"/"US has won"

meanwhile PISA score 2018, China tops the chart in Reading, Maths, and Science. The writing is on the wall for America, and doesn't portend well for its high-tech industry in the long run, quantum sciences included.
