With some input from Russian SPKB, as it uses Russian produced SAM. Same as 051C.
Although both 052B & 051C are equipped with Russian SAM, they are not the same. 052B has "Shitl" like project 956 sovremenny-class destroyer. 051C has S-300 which is used by project 1164 slava-class cruiser.

I know they have different SAMs. Yet both designs have Russian input in incorporating SAMs in already existing design.
And I know that 052 is Chinese design, or mostly Chinese, as it still used some Western systems and power train. My reference was to 052B.

The hulls of type 052B was an evolution of earlier type 052 and type 051B, similar but not the same. Each type has different lengths and displacement.

PLAN made design improvement on each new design type based on experience gained, and also based on the types of new major components like engines, missiles etc.

Based on above, is type 052B based on which, you may say yes or no, depends on your criteria. For me, personally, I would said type 052B is a new design with DNA from earlier types.

Type 052 commissioned in 1994, 4,800 tons displacement.

Is 051B based on the 052 or 051? Based on naming it would seem to be 051 but it looks completely different

New design from either. Also much too large from the 051 to be based off from it. The Type 051 is related or based off the Kotlin and Neustrashimy class destroyer. Since there are not too many clear pictures of the Neustrashimy, I will use some detailed models used in some wargames. You can see the relation quite easily. The Type 051 belongs to a totally different era from the 051B. You can even see the gun turret has the same design and they also have the Knife Rest (that VHF radar) on the same location.

The 051B looks to be designed in a way to reduce radar cross section, the first of any PLAN ship to do so, and with enough space to put a VLS on it, which obviously cannot be fulfilled due to the lack of a proper system. The systems used on it originally, similar to the 052, were radars and data systems similar or copied from the West, France in particular.

052B should be 5850 tons only

There's plenty of pictures of Project 41, I think this one is the most illustrative of the similarities with Type 051.385808dd0f4e35ba9ea803ecb7f26ad4.jpg
