The original reports from years back talked about two conventional CATOBAR carriers before the nuclear carrier design was rolled out.
But I think it was supposed to be one carrier built on each shipyard (one at Shanghai, and another at Dalian).
In that case it wouldn't delay introduction of the nuclear carrier since it would be built at a separate dry dock.
