SMIC has been around for years. The problem is they are typically two process nodes behind because of import restrictions on machine tools (i.e. photolithography equipment).
Huali is just another fab much like SMIC. It does not manufacture photolithography machine tools.

This means if you want to manufacture a more advanced design you have to use TSMC in Taiwan or fabs in the USA, or Europe. TSMC is the world leader right now. Samsung, Globalfoundries are the other main fab groups which allow manufacture by 3rd parties. There are others but they typically lag much behind and are little better or worse than SMIC.

This is not that important for the military market which typically runs behind and uses established tech. But it is important for the consumer market in things like smartphones.

I don't know what you mean SMIC is 2 generation behind because most of semiconductor int the world still use 14 nm technology. Only now Apple and Qualcomm, Huawei start manufacturing 7nm. And btw it is TSMC and NOT intel that has 7 nm technology Intel has trouble even manufacturing 10 nm

Huali's assembly line covers nodes in a scale from 28 to 14 nanometers with a monthly capacity of 40,000 wafers. The parent's manufacturing capability will cover these central chip process technologies ranging from 14 nm to 0.5 nm.

Another thing China has no problem sourcing 7nm etching machine from ASML They said so. In fact SMIC bought one from ASML

About 80 domestic companies (including joint ventures) in China are devoted to semiconductor equipment research and manufacturing. Many of these domestic equipment manufacturers are research institutes rooted in and/or transformed from military industrial entities with sales limited to colleges and research institutions. With the emergence of the semiconductor industry, however, a strong and viable equipment industry in China is desired to support and supply the fabs based there.

Domestic companies play a role in this and a number of them have a prominent position in the local equipment manufacturing market. As the table below shows, domestic companies are active in many product segments of the semiconductor equipment market. Programs and initiatives are in place to encourage investment and development of domestically manufactured equipment, and as a result, some local Chinese equipment vendors have developed or are developing both 200 mm and 300 mm tools. Collaboration among fabs and domestic equipment companies also has quietly taken shape to co-develop the critical process tools and process recipes for 0.25 μm-0.18 μm process technologies. In certain cases, collaboration exists down to 45 nm process technologies.

Compared to overseas competitors, these companies are smaller in terms of overall revenues, though revenue has been growing steadily over the past several years (Chart below). Growing investments in solar cell and module manufacturing in China are key revenue growth drivers for the domestic companies in China. (Sales into LED and other markets account for the difference between the Total Sales versus combined semiconductor equipment plus solar equipment sales in the chart).

Lithography tool vendor ASML is optimistic about increases in demand from China's chipmaking industry, and believes it will land orders for extreme ultraviolet (EUV) litho equipment from China customers looking to make advanced 7nm chips, according to Shen Po, president of ASML China.

The optimism comes despite the fact that United Microelectronics (UMC) has devoted more to mature processes, and Globalfoundries has put on hold its 7nm development.

Shen dismissed speculations that ASML has been prohibited from shipping litho equipment to China in accordance with the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Good and Technologies. Shen said the firm has been selling litho equipment in the China market. He revealed that ASML's most advanced immersion litho machine NEXT:2000i will be available in China soon.

Semiconductor Manufacturing International Corp (SMIC) has ordered one set of EUV litho machine in 2018, slated for delivery in early 2019 to support its 7nm process development, according to industry sources.

Yangtze Memory Technology and Hua Hong Semiconductor have also ordered ASML 193nm immersion DUV (deep ultraviolet) litho machines to support storage chip fabrication and wafer foundry, respectively, the sources said.

China is emerging as a major export outlet for ASML litho machines, contributing 20% of revenues to the company, with the ratio higher than that contributed by the Taiwan market and similar to that of the US market, according to the company's financial reports for the first and second quarters of 2018.

Shen noted that ASML is moving at full throttles to turn out 20 EUV machines in 2018, which will be increased to 30 units in 2019 and 40 in 2020 to meet increasing demand for such machines in China and other markets.

Having developed a solid presence in the China market following 18 years of efforts, ASML will continue to introduce lithography technology into China and build a sound customer service network in the country. It has set up a training center in Shanghai, China in cooperation with an IC research and development center there to help foster litho talent, according to Shen.
