I must admit; I'm a bit disappointed. My biggest concern is that this report does not mention any source and given how these reports usually were put together in recent years I expect that simply open source reports and rumours were summarised.
Not even his report, nor mine from Jamestown, CA or a book is given as a source and I'm highly sceptical that they have better - or even official - reports than we here.
Well, with a few dozen spy satellites monitoring changes in research facilities and huge budget of billions of dollars spent on intelligence operatives, bribery etc. I'm sure they've got a few extra bits of information about the program than we do, but it doesn't make a total sense on their part to admit that to the world.
Even if I agree in principle with you, a report that still lists "China expects the first An-225 to be delivered and operational by 2019" by citing a Jane's article from 2016 is IMO proof that someone is either plain stupid or simply hasn't made his homework.

Chances are H-XX and JH-XX are going to happen eventually so because of US intelligence dropping the ball over estimating China getting a stealth fighter, it'll be safe for US intelligence sources to predict this especially when they're just repeating what's on the internet already. It's like you can see a tornado right in front of you but only an "official" seeing it can actually confirm it for records.
Or maybe just cause hysteria...
Although for JHxx and Hxx, it does say that IOR isn't expected before 2025, which wouldn't be too bad of a guess(?)
