On the other hand, a drone version of WW2 British operation outward would be terrifying in a modern context and could probably bring down the grids of entire cities by simply flying a drone with a thin trailing wire behind it to short circuit power systems.

Or they could just drop graphite bombs onto electrical grid infrastructures of the enemy side using drones.

BEIJING, Nov.21 -- The 3rd Chinese peacekeeping helicopter unit to Abyei recently held an oath-taking rally in Xinxiang, Central China’s Henan Province. The troops are mainly from an air assault brigade of the PLA 83rd Group Army. During the one-year mission period, they will be responsible for various tasks including troops projection, search and rescue, air patrol, and cargo transportation. Support materials for the mission have been delivered to the mission area by sea, while the personnel will fly to Abyei in batches this week.

Can’t be hard to run fishing wire between those balloons to form a net. A net most drone cameras will not pick up.
Balloons and fishing wire require a decent level of maintenance, a net between 2 poles, i.e nets at golf courses will be semi-permanant and extremely cheap to implement.

I'll also add that barrage balloons are used because they need to reach high into the sky to catch bomber aircraft, this is not the case for suicide drones.
