There are two other places in this forum I've seen this mentioned.

It's the US trying to scare people into stopping China from advancing in science not because China is going to abuse it. It's because they don't want China surpassing them in technology advancements. Does anyone think anyone can create super soldiers like Captain America? It's as simple as just getting a regular bullet and shooting them to stop them like anyone else would be stopped. Anyone remember a few years back Chinese scientists manipulated the DNA of a couple of dogs and they turned out with extra large muscles. Does that mean they're bullet proof or they can bend steel with their teeth? The only thing I can see it being abused more for is Asians who want to be white.

My dreams of Captain China crushed... My hopes lost... Well at least for the next 50 years until we actually do get one.

Not sure how I feel about this one... I thought China didn’t have conscription anymore or at least didn’t really put it into practice... also the punishment seems a little excessive, apart from the barring from government post and civil service, since the rejection/dishonourable discharge whether from mandatory or self-enlistment military service shows either unwillingness to follow discipline or show lack of self-discipline, but I feel general employment shouldn’t be barred, temporarily or otherwise... perhaps leaving a permanent record/label of ‘dishonourable discharge’ rather than ‘dishonest person’ and barring from welfare/subsidies is more appropriate, since if they are unwilling to contribute, especially in the case of self-enlistment, then they shouldn’t have the right to leech from government programs but should still contribute to the economy by working...

Two young men in Guangxi are censured for rejecting military service

Two young men from South China's Guangxi Zhuang Autonomous Region will be listed as "dishonest persons" for rejecting their military service duties. They will be prohibited from employment for an unidentified period of time, a local media reported.

One man surnamed Yang from Tian'e County and another surnamed Liao from Huanjiang Maonan Autonomous County, Guangxi, will be listed as dishonest persons for refusing to serve in the military, which is mandatory obligation by the law.

The two men will be banned from employment in all companies, government bodies, associations, and schools in the region, and cannot be recruited as civil servants. They will also be exposed by local television stations for a month, starting Friday, the media reported.

In addition, Yang and Liao were fined 33,006 yuan ($5,058) and 32,376 yuan, respectively.

Yang was enlisted by the armed forces in Southwest China's Yunnan Province on September 1, 2020, but developed a strong resistance to discipline, normal education, training and management in the barracks, and requesting to leave many times. Yang was discharged from the troops on December 4, 2020.

Similarly, Liao was enlisted in September 2020 but failed to endure the barracks life and refused to accept the discipline of the troops. He was discharged too.
