Don't know about the diametre of the barrel, but generally sniper rifle had heavier barrel as compared to normal rifle. This is to reduce the change of impact points between first shot that are normally fired from a cold barrel and the follow up shot from the then warm barrel. If we look at this... perhaps thicker barrel did provide the same theory.

This confirms my thoughts that China have mastered the art of optics, you can see the change from the initial Type 88 quick detachable scope to the Olympic SWAT Type 88 scope, to this one. Must of been when the PLA decided to give the orders to a private firm rather than a state firm. Though the problem coming out from the private firm is that they cannot supply the demand in time. You can see the PLA increasing high requirements for their armed forces.

Okay First It's SNIPER not "SNIPPER" the closest Military Jarrgon too SNAPPER that I know Is SAPPER a combat engineer.
Second in the Case of the M16 With a thicker barrel this is too add rigidity and change the harmonics of the barrel too allow better accuracy, it is not however a true sniper rifle but rather a Attempt at a Designated marksman's Rifle.
