This could be a confirmation that 003 construction is about to restart. Basically, it says a certain important shipbuilding project cannot be delayed. Crucial personnel assigned to the project are returning to Changxing Island.

Are they still going to build this vehicle while the modules sit in there all this time ? this is just bad planning IMO.

Oh please ... why always this constant bashing with they are slow, they were bad planning the final assembly and so on!
Do you really think the PLAN is not working according to a plan and a given schedule, that also includes certain delays and issues?

IMO we simply do not see everything and even lesser we are understanding what the PLAN does and how they proceed. Only since delayed or slow by our expectations does not mean they are indeed slow.

The aircraft carrier construction certainly serves as a buffer. Personnel are employed there when there are no other orders to be processed.

I'd say they are being more careful with production and quality control, because it is the first of a new design.

And there will definitely be a lot of questions between the shipyard and the designers.

I'm presuming the design institute is the one in Wuhan

May be, the steel workers finish the LHD and will return to the carrier thereafter.

With good planning, roughly the same amount of marine steel is processed - at different locations in China. Because the number of workers is not variable.

Idk how fast they tend to build things in USA, but workers in China actually get significant holidays so projects can drag on a long time unless they choose to cycle between different crews.

This is usually not a big issue because there's a lot of workforce, but for a groundbreaking project like this, maybe they don't have enough trusted workers to cycle them effectively.
