How exactly could China use a carrier to mount an offensive against Russia?
Simples.

China will build a new wide Water diversion canal right up to the Russia border and then sail through the carrier along with its CBG behind it. Then they would be able to project air power on land as well!

(Just a bit bigger...)

he is playing to an american audience, not trying to hold a meaningful conversation with Putin.

Americans increasingly tend to only believe people they like and ignore the possibility tgar people they don’t like may have something valuable to say that is worth hearing. So whatever putin says would be of no account. They will remember what the american interviewer asks, but basically ignore Putin’s answers.

China having 4 carriers will definitely stir up an angry and insecure part of american audience, and that is the point.

It should be noted that interview of foreign leaders considered not all together friendly by mainstream American television or radio personalities is very seldomly designed to facilitate discovery and finding of common ground. It is usually calculated to reinforce whatever position the radio or television station advocates so as to raise its reputation and rating amongst its own audience.

Anyone with an idea why there is already a huge flag in front of the Type 003 carrier?

Could be just a piece of underwater bow section to be assembled? There is really no reason to put a fabric flag out in the open on the ground long before any event. If it is a hard flag, it certainly has to be rectangular but it is not.

... suggest that the Type 003 will be configured with two starboard-side aircraft elevators, similar to the Shandong. However, the elevators on the Type 003 are estimated to be larger, which could allow them to lift two aircraft simultaneously.
Seems like they are leaning towards the elevators lifting two aircraft simultaneously.

Has anyone pixel counted the elevators' dimensions

it would not make sense to build a one off. so it is almost certain there will be some sister or semi-sister for the 003. but given the relatively long gap between 003 and her sister, the sister may be sufficiently different from 003 to warrant a new designation, 004, like 002 had relative to 001.

if that turn out to be accurate, then the first nuclear carrier might be 005
Not only that. While they are building the nuclear 005, they will simultaneously build (at least) 2 more of 003/004. They will be the workhorse of the carrier fleets while they build a new 005 which will come with new issues.
