After a two-year delay because of technical problems, construction work on the vessel resumed earlier this year, the South China Morning Post reported in January, citing a military source.
“Shipbuilders and ship propulsion engineers are keen on making a significant breakthrough with the construction of the fourth carrier,” a source close to the Chinese navy said on condition of anonymity.
“It will be a technological leap for the shipbuilding industry … but construction may take longer than for its sister ship due to the different propulsion systems.”

I know that this is from Minnie Chan but this seems credible to me. Any thoughts?

IMO key quote here is this

And in the article, below this section, it says that the shipbuilding industry is already developing experimental platforms as test beds and that the PLA has already bought reports on building a nuclear propulsion system.

I think the main issue why this debate is still continued is that the CMS itself has still not decided. I personally believe that it will be nuclear but i am awaiting of the opinions of the more experienced members here.

I already talked about this. But I think if China wants to have four carriers by 2025, as is usually said, then the fourth carrier needs to be conventional powered and as close to the third carrier in design as possible. I doubt they could finish a nuclear carrier by 2025. The nuclear reactor hasn't even been built yet. They only did component level testing of it. Then you have all the other things besides the engine you need to get the nuclear propulsion working. This might be reduction gear, or it might even be a full blown electric propulsion drive, which would likely have to be changed from the conventionally powered design.

Also, unlike what that article says, as far as we know the Liaoning had no major work done on its propulsion. We have interviews with the guy who bought if from Ukraine saying the engines were already on the ship and were covered with grease for storage. So no the propulsion on it wasn't changed afterwards. Depending on the ship design it can be pretty difficult to change the propulsion. It might even require cutting the hull of the ship to take the engines out. I doubt such a major change in propulsion would go all that well in practice even if in theory it can be done.
