It is true in China, a person with absolutely no real merit of any kind whatsoever, such as trump, have far less chance of reach the highest level Than is evidently the case in the United States or Britain. But having merit, or even having a great deal of merit, does not mean having any of the right kind of merit. China is just as susceptible to having people with none of the right kind of merit at the top as the US.

I don't buy that if you go back in Chinese history China is the first nation that implement meritocracy bureaucracy using imperial exam as yard stick to select civil servant. And that tradition has spread thru the Sino world of Korea and Japan and continue in modern time. But the problem with China is the emperor has the last word. So even if he has good advisor he can ignore it . But generally the civil servant run the country and not the emperor. In modern time Mao ignore the advise of his politburo and embark on disastrously cultural revolution. He is good military strategy, Man of vision but poor economist and administrator. But rule by single man is generally frown these days in China and won't be back anytime soon. Xi is not Mao! Now they have slogan red but also expert!

I'm looking forward to seeing the Chinese EMALS.

Rumors said that the PLAN higher officer decided changing the steam catapults to EMALS just after the construction of 003 had started in 2017, and it took the designing team one year to change the design.

I guess it's a considerable change to make, and this change is beneficial to the space usage - space that would occupied by the steam piping could be used for other things, such as hanger.

The biggest change would have been the redesign of the power supply to feed the EMALS.. a lot bigger headache than piping !

Yes, adding a power regulation system there is challenging. But I think the trade-off is worthwhile; the EMALS can seamlessly use energy that stored in super-capacitors, and the power generator constanly recharge the capacitors. Whereas steam is hard to store. Everytime you use it, you wait for recharging.

The energy storage system of the American EMALS is described very well on the Internet. The Chinese should be similar and also work with flywheels, if I understand correctly.

Energy delivery and recharging should therefore function very similarly to the storage boilers of the steam catapults in terms of timing and energy requirements.

It could be a problem only if the issue is the speed of refilling of catapult.

Generally, a 800 MWt+ reactor could generate enough steam for dozens of catapult in short period of time.

The constrain of the aircraft launch is the refilling/rearming.

The CCP has lots of factions, be they bureaucratic ones (chaired by technocratic civil servants) or personal ones (like the one loyal to Jiang and his family) so we can argue there are checks and balance these factions during decision making process. Xi needs allies within the bureaucracy and the Party to push his policies through. Otherwise, the sky is high, and the emperor is far away. Those who are opposed to him have plenty of rooms to weaken the intended effects of his policies.
