The first source said the new carrier would likely be named the Jiangsu, following the protocol of naming the vessels after coastal provinces, starting from the north to south.

Shilao talked about this in one of his recent podcast when he was talking about 075 LHD Guangxi (32). The rumour is carrier names go from North to South while LHD names go from South to North.

He suggested to someone high up that one of the 075 should be named Shanghai as it would follow the tradition of 002, where the ship's name matches the province of the city that built it and was told no way in hell and Shanghai should get a carrier. Regardless this rumour about the North-South thing was never confirmed and remain a rumour.

President Xi stated, just around the time of the pop3 update, that China would not enter into any arms races.

This alone could explain why only one 003 will be built. They are not going to get spooked and start rushing it, or deviating from long held plans.

They are confident they can handle things, and will continue their rapid carrier development, iterating new technologies and breakthroughs as they go.

As for the reasons ... well, hard to say. Personally I think a continuous construction of pairs (1930s IJN style) forming homogenous CarDivs would've been smart.
Explanation from the above-banned video(unfinished experimenting over what PLAN wants from its carrier) is probably reasonable, as carrier warfare remains (for a 100-year-old class of warship) to be a surprisingly blank book.

The rumour of june 3th has been brought up multiple times (has appeared here in this thread as well, this week? Or at the earliest last week?).

Basically we can't take it as 100%, but if it happens on that day, would kinda not be surprising.

We can see that in the Pacific America is happy to have only three carrier groups in the Pacific facing china, if china builds but three more carriers it would outnumber the Americans.

What is needed however is combat experience, America has carrier warfare perfected, China is still learning the ropes. if it could get its 002 or even when its in service the 003 in a conflict the PLAN could easily train up its crews and learn naval warfare.

Worth pointing out that US had 12 carriers back in 1991.

Also worth pointing out is that the number of carriers on station is also limited by duration of campaign. If campaign is several months long and IF there is enough warning and prep time, then even more than half the Carriers could operate together.

If the campaign is to last a year, and if the goal to always have the same number of carriers deployed, then no prep in the world could make sure there are more than a third of carriers deployed.

Lastly, carriers would be of much less importance for the US than land based planes in any west Pacific conflict.
