The Russian carrier building program is at a bad state right now due to all those economic sanctions that had plagued them.Liaoning wouldn't be worth very much by then and any proceeds Russia is willing to pay for the sale wouldn't make any significiant dent in offsetting the cost of a new CVN. Used carrier are like used cars. They depreciated pretty quickly after a decade of use. They are not worth much. There's also pride and ego. I just don't see Russia wanting to buy back the rust bucket Ukraine sold 30 yrs ago unless it;s given away for free which then moots the argument.
