I think both are possible.

Interesting.

Recall that both the JMSDF Izumo and Kaga are homported at Yokosuka and Kure, respectively.

In addition, there is also the US Navy's 7th Fleet which is headquartered at Yokosuka - And that every CVN that has ever come under the 7th Fleet (latest being the CVN-73 George Washington) is also homeported at Yokosuka.

So if the PLA CMC wants to deliver some important "messages" to Tokyo (and perhaps to DC as well)... Then this would be a prime opportunity to do so.

Perhaps land-strike exercises by warships and warplanes based from Liaoning conducted somewhere directly south of the Japanese home islands could be considered. Hell, what about this - Liaoning and her escorts could even simulate the JMSDF and/or USN CSGs that are expected to set sail from Yokosuka and/or Kure to intervene in case of contingencies to the southwest, and that all the other PLA assets stationed elsewhere could conduct anti-ship strike exercises against them.

That would be one way to deliver veiled warnings to certain groups of people, the non-lethal military way.
