It's in China's interest to vaccinate Vietnam due to proximity tbh.

But can't help it if they just don't want Chinese vaccine.
According to the news I read a moment ago, the first lot of AZ vaccine of 117,600 doses has arrived in Vietnam. A reporter asked if Vietnam has plan to purchase Chinese. The answer is "In addition to the vaccine sources as mentioned above, Vietnam is also actively negotiating with other partners around the world to meet the need of domestic vaccination". Chinese vaccines are not directly mentioned. Looks like Vietnam won't purchase Chinese vaccines in the foreseeable future.

That statement does not indicate they will exclude purchasing Chinese vaccines in future.

That is diplomatic language. When they don't mention by name, it means that they don't have plan to buy at least at the moment of talking. Citing Chinese - Vietnamese relationship, I think unless they have no choice, they won't buy vaccines from China.
And that's fine. Considering how poor Vietnam is, they can waste their hard earned cash on expensive biontech and moderns. Less money for that SCS competition.

Also means they are probably at the end of the line after all the western countries. So good luck getting any sufficient quantities until next year.

Was Russia mentioned by name in the article? If not, I don't think "mentioning by name" means anything.

Are they ramping up the production of vaccines? It looks like the production of new mRNA based vaccines can be ramped up faster than that of traditional vaccines.

That's nothing compared to what happed with the Bargi Dam. In 1990, India filled the dam apparently without warning the people about to be flooded. From the classic essay
