Chinese Aircraft Designs - General Questions (and hopefully Answers)

I have a question regarding the "fins" located under the engine (sorry, I don't know what they're called) that seems to be prevalent in a lot of Chinese designs (like the JH-7, J-10, FC-1, JL-9), they can also be found in some Russian designs (like the Su-27, Mig-31), but they don't seem to be found on many American/European designs (like the F-5, 15, 18, Rafale, Eurofighter). What is their purpose/advantage? Why aren't they found in the latest (and even past) American/European planes? Is their use a sign that the aircraft is less advanced? Thanks in advance to anyone who responds.
