If those grenades rounds have a programmable detonation, I can understand the scope.

Unlikely. You need some sort of data exchange mechanism for that to set the timer fuse in the smart grenades and I can't see anything that might do that. Besides, I think the PLA is too cheap for smart grenades.
I wonder if this can eventually replace the role that recoilless rifle plays.

Gosh, I didn't know a grenade launcher had that kind of range.
That does sound like a surprisingly long range... also I assume 'effective' was intended to mean 'effective range' not 'effective blast radius'.
Like the US XM109 Payload rifle, which fires 25x59mm grenades to destroy equipment at 2000m maximum range. The grenades are the same as used on the XM25 airburst weapon, even though they do not feature airburst mode.

Yep. Effective I think means that you can aim with certain degree of reliability. Maximum is just the furthest the round would go but you'll just be throwing accuracy out the window.
