note the differences between the 2 planes with WS-20 (wing root and mid-wing structure).
Do you mean the factory had started painting them with PLAAF grey color, but one of them is further into the painting phase than the other?

This is how to differentiate a production aircraft and aircraft under testings. At the East side of the air field is CFTE where testings of aircraft are being done. On the West side is the factory of Xi'an Aircraft Industrial Corporation.
The two green primer paint Y20B are located in the area of CFTE, thus confirmed that they are not production aircraft.
