The Haixun 31, the most modernized maritime patrol ship in China, sails on the East China Sea off the Wenzhou coast, Zhejiang province on Monday, June 30, 2008.

China sent out a large patrol fleet, including China's most advanced maritime patrol ship Haixun 31, to the East China Sea for a five-day mission on Tuesday.

Deputy director-general of Zhejiang Maritime Safety Administration He Yipei said that the fleet will consist of two other large patrol ships Haixun 113 and Haixun 111 and over 60 small vessels.

He noted that the bureau will also send 50 maritime vehicles and over 1000 personnel in the large campaign on clamping down on accidents off the Zhejiang coast.

The fleet will sail 17,000 sea miles in five days en route of Zhoushan Islands, Dachen Island of Taizhou and the Chunxiao gasfield.

The Haixun 31, as the most modernized maritime patrol ship with the largest tonnage, 3,000 tons and most advanced equipment in China, is also equipped with helicopters and is suitable for many types of helicopters for take-off and landing.

It looks like a cut against the Japanese.

Do these guys get out much? By that I mean, we are talking about the MSA, and I can't imagine these guys are very well practiced at 17,000 mile trips, much less operations away from the coastline.

This looks to me like the MSA is learning seakeeping, and the area where the cruise takes place is just a distraction.

you know, for the few years I've been following PLAN, I don't ever recall seeing anything like this. In fact, that was the first time I've seen so many threads having pictures of patrol vessels.

Ships like "Haixun 31" is moving in the right direction, but still far behind regional Coast Guard services. Japan has the largest with 69 armed patrol ships with >500 ton displacement, of which 56 are >1,000 ton displacement. China's Coast Guard, has but a few at >1,000 ton displacement.

China might not need as large of a fleet as the Japanese Coast Guard, but they certainly need more larger displacement ships.

a new patrol boat Haixun 089 just got launched in Guangxi for Jiangsu. It cost 50 million RMB (around $8 million), it's 61.2 m long, 9.2 m wide and has a draft of 4.5 m. It can also reach 21 knots, has endurance of 1000 nm.

  “海巡089”是一艘设备先进的现代化高速海巡艇,总投资5000余万元,船长61.2米,宽9.2米,型深4.5米,最大航速21.5节(1节大约合1.83公里),续航能力1000海里。 “海巡089”可抵抗10级的大风浪,满足在各种装载时任意一舱进水不沉的设计要求,设有卫星通信、雷达和全球卫星定位系统等先进系统,可对海上执法中的数据和图像进行实时传输。该船配置与直升机联系的对空电台和指挥室,通过直升机、巡视船和陆上指挥中心三方全方位的联系,可形成海、空结合的立体巡逻。特别是该艇配备的光电取证系统,可对海上作业区域的目标进行全天候、全方位的观察、监视、搜索、取证。

  近年来,随着江苏沿海开发的快速推进,洋口港、吕四港相继实现了通航目标。为提升海事部门对沿海海域的监管能力,江苏海事局积极争取交通运输部投巨资建造了该艇。

They are saying that the current patrol fleet can only cover the northern part of the South China Sea, they are looking to add more ships and helicopters to extend that coverage.

  本报讯(记者/苏稻香实习生/葛铿通讯员/志良潘虹罗茜)中国海监南海总队在建队十周年之际首次召开新闻通报会称,为应对南海日趋复杂的局势,南海总队正在进行第二轮造船计划,目前已开始建造多艘4000吨、1000吨以及1500吨的执法船,大型中远程巡航飞机的购置计划也在编制中。

  据了解,从2001年至今,总队在南海维权巡航执法航程增加十倍,两年内就揪出外方各类侵权违法行为554起,在海洋维权和海洋行政执法方面实现了跨越式发展和历史性突破。

  

  大吨位执法船建造中

  

  中国海洋局南海分局局长李立新表示,中国海监南海总队的职责,一是维权执法,二是行政执法。“装备升级和巡航能力的提升是海监维权执法的必备条件。”

  李立新坦言,南海目前每天都保留两艘监测船巡逻,海监飞机每天都执行巡航任务。但相比面积广袤的南海海域,南海总队现拥有的11艘监测舰艇和3架舰载直升机力量还远远不够,目前只能对南海北部海域进行正常的监测,难以对中部和南部海域全覆盖巡航。

  李立新透露,南海总队正在进行第二轮造船计划,目前已开始建造多艘4000吨、1000吨以及1500吨的执法船,大型飞机的购置计划也在编制中。

  下辖广东、广西、海南三省(区)的中国海监南海总队,曾出色完成过我国第一枚洲际导弹试验海上靶场选址、西沙海战以及南沙永暑礁建立海洋观测站、曾母暗沙投放主权碑等重大海洋维权任务。

  

  今年启动“碧海”行动

  

  随着我国海洋开发的深入开展,海洋工程建设已成为污染损害海洋环境的重要源头,“无序、无度、无偿”现象抬头。中国海监南海总队表示,从2003年来,总队在南海展开大规模的“海盾”专项执法,重点对围填海的大案、要案进行查处,成效卓著。最初每年仅查处3起案件,到2008年立案40宗,截至 2009年5月,共查获各类案件283起。

  今年中国海监南海总队启动了“碧海”专项执法行动,李立新说,该专项执法行动将针对海洋石油勘探开发、海洋倾废、海岛利用、海洋自然保护区、海洋特别保护区、海洋生态监控区等展开执法监察。同时,对南海石油平台油样进行采集,为建立标准油指纹库打下基础,也为确认海面漂油源头的检测鉴定做好了技术准备。

9月28日,我国排水量最大、装备最先进的3000吨级海事巡视船“海巡11”列编仪式在威海石岛举行,即日起该船正式列入中国海事局执法编制序列,成为我国继“海巡21”、“海巡31”后又一海上巡航监管的重要执法力量。威海市副市长刘茂德出席了列编仪式。

  “海巡11”续航力6000海里,自持力40天,适航无限航区,抗风等级可达12级,并能满足直升飞机五级海况的起降要求。 “海巡11”采用了国内最先进的信息采集和监视系统,可对海上交通、海洋环境和海上目标进行全天候24小时的监视、跟踪和录像取证。船舶装备了世界最先进的信息化设备,采用了卫星系统、无限扩频系统、3G公众通信系统结合方式,可与岸基海上船舶交通管理系统和船舶自动识别系统联网,也可将本船雷达数据和所监控海上动态,实时传送到岸基各级指挥中心,快速有效地处置海上突发事件。

  据了解,“海巡11”列编后,将承担海上巡视、安全监督管理、交通事故调查处理、海上搜救和海洋船舶污染监管的任务,每年将定期与北海救助飞行队联合开展北方海区立体化海空巡航工作,实现山东辖区海域无缝隙现场监控。“海巡11”的列编,将进一步拓展我国海事巡航范围,增加巡航时间和巡航频度,对于加强我国沿海水域的监管,保障水上交通安全、保护海洋环境、维护国家主权具有重要意义.

A new coast guard vessel is launched. It is Haixun-11. It has a range of 6000 nm, 40 days of endurance, can operate at level 12 wind condition and can satisfy the condition of launch/landing helicopter of level 5 sea state. It uses the late surveillance and communication system. It has the world's most advanced digital equipment, uses satellite system, WLAN and 3G communication.
