Dude, they can't be helped. You give them grain, they'll just sell more of the wheat they grow. It is capitalism on steroids.
The proper way to help them would be to provide them modern agricultural equipment, better irrigation, more efficient strains of crops to grow. Do this in Africa they will be happy and be very grateful.
With India they'll tell you Indians have better tractors than China, and ancient Indian farmers already invented the best strains and techniques.

At the rate things a going, soon most places in the world will be safer then the USA. While extremely bad as situation it is, should the USA under go a civil unrest that finally hits the US government, one mega positive is that this will servers impact their ability to cause trouble in Taiwan, let alone Ukraine which will ultimately aid Russia and China more then anything. And the interesting part is that this is a powder keg that the USA cannot paper over so in the short to king term, unless the USA can start up manufacturing once again, this crisis will eventually grow to the point where this becomes inevitable. I am willing to bet that at this point, the deep state and neo cons will eventually become the hunted and thus the slow destruction of these war hawks is going to be an interest sight to see

The only thing that I can hope for is that China makes it in one piece and the nation I am in last long enough so that it can be humbled so that it doesn’t blindly follow the deep state like a blind chicken and as such can carve out a path free of their manipulation.
