The Iranians will probably convert whatever dollars they can into bitcoins, so those bitcoins can later be converted into other fiat money maybe into the digital yuan.

This message isn't really aimed at Germany or soon to be retired Merkel or even EU, this phone conversation is actually sending a message to Japan who will have that meeting with the US in 8 days: throw in your lot with US and there will be economic consequences.

So if the message is intended for Japan you might be thinking, why not just call up Suga directly? Because then you will be on the defensive. Everyone will see that "oh, if we look like we're about to jump in bed with the US China will buy us off" then everyone and their mother will start shittalking about Xinjiang or Hong Kong or Taiwan or whatever and expect China to pay up.

EU and Japan act as a balance beam when it comes to China. If one side raises the stakes like EU with delaying CAI, then the other side will act similar. Conversely if one side softens the other will be forced to do the same too. Instead of being reactive and react to US's moves China is being proactive and influencing Japan by applying pressure on the other side of the balance beam. In the next eight days Merkel might start saying some inconsequential things like "oh we better take that CAI deal while it's still on the table", it doesn't really affect her but it apply immense pressure on Japan least they lose out on that whole economic cake to EU.

The 90-minute phone call between Japanese Foreign Minister Toshimitsu Motegi and Chinese Foreign Minister Wang Yi that took place Monday was held at China's request.
"China hopes that Japan, as an independent country, will look at China's development in an objective and rational way," Wang said, "instead of being misled by some countries holding biased view against China."

That was the most important line of the phone call readout. Wang was drawing a red line for Japan.

That's the meeting that Wang Yi bought up Treaty of Peace and Friendship between Japan and China, signed in the 70s and said Japan needs to remember its responsibility to this treaty isn't it? It's more of a warning than offering treat.
