My conspiracy mind believe that bipartisan think tank will target China regardless. Some policy closer to Democrat position? Conservative think tanks ready to attack and vice versa.

No matter how they spin it, spending money to combat poverty is still better than dumping them into the stock market or building a stupid border wall that gets toppled by a light breeze.
