That's typical European. In cold war entire America+ Europe teamed up against much smaller in population & irrelevant economy USSR .
I would say this wariness much more has to do with inability than unwillingness.
If EU does as Merkel preaches, then this completely takes the wind out of Biden's sails. "Contain China" simply won't work without EU.
Biden would be left with the same old TPP countries. South Korea and Japan can clearly see the writing on the wall and would rather play both sides, so who else? No country of consequence.

Beyond trade or market access, Germany and China actually share similar industrial cultures.
Work forces from both countries are well disciplined, dedicated, and hard working. It’s part of German culture. And also inherent part of Chinese culture.
And this is important because this similarity in work/industrial culture can be a soft power play China may use to cultivate friendship with Germany that goes beyond trade deals.
