What Russia wants to do with semiconductors is impossible because you also need international talent which is willing to come to Russia, and a gigantic domestic market to sustain R&D (only US, China, EU have this)
Now if you are only talking about having fabs (only a part of the IC industry) then maybe something can be done if Russia decides to plug into the Chinese supply chain ecosystem. Otherwise, if it wants to do everything by its own, it is impossible.

i am not sure from where you get this information. Russia is very different level once it want to enter into field. it goes 100%.
Only Russian alone can create engine that can pass latest Swiss emission certificate. All other countries will have to create joint ventures.
