If China develops fixed wing aircrafts with vertical take-off capability, these 075 LHDs might be able to function as small aircraft carriers. From that perspective, the LHDs would be a good tool for power projection.

I thought the US that have floodable welldecks were only LHA, but some American LHD have as well

Actually you are still a bit incorrect there.

There are many LHD classes in the world outside of the US as well.
Spanish/Australian/Turkish - Juan Carlos/Canberra/Anadalou class
South Korean - Dokdo class
French - Mistral class
Italy - Trieste class

Those ships (LHDs/LPHs/LHAs) all have floodable well decks as well.

Floodable well decks are not an exceptional or unique feature for LHDs or similar ship types, if anything they are very standard.

Still the landing should be performed one way or another. And installing arresting cables would make it full aircraft carrier, but is it possible to perform a landing on that length of deck? Plus you sacrifice the number of aircraft to 20~30 pieces and also the number of takeoffs with that dock layout. I think the development of v/stol aircraft is in the books for China and that way they can have cheep aircraft carriers, that can be produced quicker than one 003.

The thing is, with catapult, they can have it pretty much instantly, if they really wanted to. But with STOVL/VTOL, it's going to be at least a decade out. In the current geopolitical climate, they don't have the luxury of not having anything between now and the next decade when STOVL/VTOL ready for combat.
