New Zealand to Retire Replenishment Ship in December 2017

The Royal New Zealand Navy (RNZN) will retire its 138 m replenishment ship, HMNZS Endeavour (A 11), on 15 December.

The vessel, which has been in service since April 1988, will be retired in a decommissioning ceremony that will be held at the Devonport Naval Base in Auckland, said the service.
Endeavour was built by Hyundai Heavy Industries (HHI) in Ulsan, South Korea. The ship is based on a commercial tanker design, but with a naval replenishment-at-sea (RAS) rig.

Endeavour will be replaced with a new 24,000-tonne maritime sustainment capability (MSC) vessel, which has also been contracted to HHI. (

The Royal New Zealand Navy's support tanker, HMNZS Endeavour, is making a last visit to its home port of New Plymouth before being decommissioned.

The Royal New Zealand Navy's support tanker is to be decommissioned in December after 30 years of service.

The decommissioning will begin with a week-long visit to Port Taranaki, beginning on November 14
Events will include an official reception two days later, when there will be a ceremonial sunset and beating the retreat.

On November 18, there will be a parade from Queen Street to the Puke Ariki landing, where the commanding officer, Commander Martin Doolan, will hand back the city charter to Mayor Neil Holdom.

"Endeavour's affiliation with Taranaki included a charter between the ship and the district that gives the ship's company 'the right and privilege of marching with drums beating, band playing, colours flying, bayonets fixed and swords drawn'," Commander Doolan said.
"They will exercise this right for the final time on the Saturday with the parade and ceremony."

INDONESIA WILL INK SU-35 FLANKER-E FIGHTER DEAL IN NOVEMBER



Indonesia’s Minister of Defence Ryamizard Ryacudu announced that the Indonesian government will sign its purchase of 11 Sukhoi Su-35 Flanker-E multi-role fighters in November.

Jakarta and Moscow agreed to the $1.14 billion purchase in August following approximately a full year in bilateral negotiations. The Su-35s will replace the Indonesian Air Force (TNI-AU) Northrop F-5E Tiger IIs.

To support the deal, Russia will issue offsets and countertrade with Indonesia.

In August, Rostec signed a memorandum-of-understanding (MoU) with Indonesian trading company PT Perusahaan Perdagangan, in which Rostec will acquire Indonesian commodities and manufactures.

The countertrade element is expected to form upwards of 50% of the value of the fighter deal – i.e. Rostec will acquire $570 million U.S. in Indonesian goods. In addition, Russia will also issue $400 million in offsets in Indonesia, which will translate into investment in maintenance, repair and overhaul (MRO) facilities.

According to Thomas Lembong, the head of Indonesia’s Investment Coordinating Board (BKPM), Russia’s offsets will basically constitute 85% of the fighter purchase’s value ().

The net-foreign currency-outflow of the purchase would be approximately $175 million, with the remaining $970 million being spent in various sections of the Indonesian economy.

The Indonesian Military (TNI)’s general commander, Gen. Gatot Nurmantyo also stated that the TNI-AU will not accept the Su-35s unless they meet the force’s specifications ().

Manufactured by United Aircraft Corporation (UAC), the Su-35 Flanker-E is a modern variant of the Sukhoi Flanker-series. Powered by two 117S turbofan engines with thrust-vectoring nozzles, the Su-35 can carry up to 8,000 kg in air-to-air and air-to-surface weapons distributed across 12 external hardpoints.

Indonesia is the second overseas customer of the Su-35, joining China, which bought 24 aircraft from UAC in November 2015 in a $2 billion deal. The United Arab Emirates (UAE) is planning to sign for a squadron of Su-35 fighters in 2017 as well.

Besides the Su-35, the TNI-AU also acquired 24 refurbished Lockheed Martin F-16C/D Block-25s under the Excess Defence Articles (EDA) program for $750 million, including upgrades.

INDONESIA RECEIVES SECOND SIGMA 10514 FRIGATE



Damen Schelde Naval Shipbuilding and PT PAL Indonesia have delivered the second SIGMA 10514 Perusak Kawal Rudal (PKR)-class frigate to the Indonesian Navy (TNI-AL) on Monday, October 30.

The SIGMA 10514/PKR-class is a multi-mission platform equipped for anti-ship warfare (AShW), anti-submarine warfare (ASW) and anti-air warfare (AAW).

Indonesia ordered the two SIGMA 10514 frigates from DSNS in 2012. The ships were built in Indonesia by PT PAL in collaboration with DSNS. DSNS’ had transferred technology to PT-PAL, such as key infrastructure, expertise and human resources training.

The lead ship, the KRI Raden Eddy Martadinata, was commissioned into the TNI-AL fleet in April.

The second ship, which will be named I Gusti Ngurah Rai, was launched for sea trials in September of last year. Like its preceding sister-ship, the KRI I Gusti Ngurah Rai has a length of 105.11 m, width of 14.2 m, a top speed of 28 knots and range of 5,000 nm (at 14 knots).

The PKR-class’ sensor suite includes the Thales SMART-S Mk2 3D radar and STIR 1.2 radar/electro-optical tracking system. It also uses the TACTICOS combat management system. In terms of armaments, the PKR-class is configured with a Leonardo 76/62 Super Rapid gun, MBDA VL-MICA surface-to-air missile (SAM), MBDA Exocet MM40 Block-3 anti-ship missiles (AShM) and 324 mm ASW torpedoes ().

The TNI-AL’s modernization efforts also include the procurement of three Type 209/1400 diesel-electric submarines (SSK) from South Korea’s Daewoo Shipbuilding & Marine Engineering. The SSKs were ordered under a $1.1 billion U.S. deal in 2011. The lead submarine, KPI Nagapasa, arrived in Indonesia on August.

In May, Indonesia signed a letter-of-intent (LOI) with Savunma Teknolojileri Mühendislik A.Ş. (STM) and ThyssenKrupp Marine Systems (TKMS) to examine the potential purchase of TKMS Type 214 submarines through Turkey, which is manufacturing the Type 214 under license.

MALAYSIA REPORTEDLY MULLING LIGHTWEIGHT FIGHTER OPTIONS



IHS Jane’s Defence Weekly that the Royal Malaysian Air Force (RMAF) is mulling lightweight multi-role fighter options to complement its fleet of twin-engine medium and heavyweight fighters, i.e. the F/A-18D and Su-30MKM, respectively.

“The [RMAF] is looking at its capabilities for the next 15-years-or-so, and how best we can suit our requirements,” IHS Jane’s quoted a Malaysian official, who added, “As part of our future capability plans we are looking at a new [LCA] that will have some air-to-air and a full air-to-ground capability.”

Earlier in 2017, the RMAF for an active requirement of 18 next-generation multi-role fighters to supplant its aging MiG-29s. Saab, BAE Systems and Dassault pitched the Gripen, Typhoon and Rafale, respectively, but fiscal constraints prompted Kuala Lumpur to .

Although the Korea Aerospace Industries (KAI) , which has been inducted in Thailand and Indonesia, could be a plausibly strong option, Malaysia might also look at its Eastern options. Kuala Lumpur maintains a diverse armament supplier pool, which is evident in its use of Russian jets along with F/A-18 and of Chinese Littoral Mission Ships to its French Gowind-based Littoral Combat Ships.

United Aircraft Corporation (UAC) is the MiG-35 as an affordable high-tech solution, and Malaysia is among UAC’s prospective markets. Besides meeting the light fighter requirement, UAC could aim to have the RMAF supplant its MiG-29 with the MiG-35.

Saab could also position the JAS-39C/D Gripen, which could fit with the RMAF’s lightweight fighter need while also provide a long-term bridge to replacing the MiG-29. Of the available Western options, the Gripen would possess the lowest acquisition and life-cycle costs. Saab can also leverage its RBS-15-series of AShM (the RBS-15Mk3 can double as a land-attack cruise missile) while also presenting the RMAF with many certified and tested air-to-air and air-to-surface munitions from industry leaders, such as MBDA and Raytheon, among others.

TURKEY PITCHES T129, ANKA AND HÜRKUŞ FOR SOUTHEAST ASIAN REQUIREMENTS



Turkish Aerospace Industries (TAI) is working to secure Southeast Asian markets for its products, i.e. the trainer aircraft, unmanned aerial vehicle (UAV) and attack helicopter.

According to the , TAI General Manager Temel Kotil engaged with officials from Malaysia, Indonesia, the Philippines, Vietnam and Thailand at the 2017 Defence & Security defence exhibition currently taking place in Bangkok, Thailand.

TAI responded to a request-for-information from the Royal Thai Army (RTA) for new attack helicopters, and is willing to partner with a local firm to provide maintenance, repair and overhaul (MRO) and logistics support for a prospective RTA T129 order ().

TAI expects Bangkok to make a decision ‘within one year’, though the company is confident of the T129 meeting the RTA’s requirements (). Thailand is also interested in the TAI Anka UAV.

The Hurriyet also reported that Bangladesh is interested in the T129, Anka and Hürkuş, indicating growing interest in TAI’s product catalogue in South Asia. Currently, Pakistan is with TAI and Turkey’s Undersecretariat for Defence Industries (SSM) for 30 T129 ATAK to replace its aging AH-1F/S Cobra.

Bangladeshi interest in the T129, Anka UAV and Hürkuş could indicate plans to build close air support and intelligence, surveillance and reconnaissance capabilities. Bangladesh is undertaking a comprehensive modernization effort for its armed forces, marquee tenders – such as a bid for eight (with an option for four) and two – are already in motion.

Many of Bangkok’s defence modernization requirements are being met by China, from whom it has VT1 main battle tanks (MBT), VN1 armoured fighting vehicles and . However, Thailand is also acquiring from Ukraine (for ) and South Korea (for a ).

For TAI, the Thai, Malaysian, Indonesian and Bangladeshi markets would be important inroads for each of its programs, especially the T129, in which Ankara invested significantly to secure manufacturing, design ownership and systems as well as weapons integration rights. The SSM is in the process of building credit and loan mechanisms to support the Turkish defence industry’s overseas commercial efforts.

MALAYSIA RAISES REQUIREMENT FOR NEW MARITIME PATROL AIRCRAFT



The Royal Malaysian Air Force (RMAF) will evaluate several potential candidates for a requirement of four new maritime patrol aircraft (MPA). The Malaysian government approved the acquisition in its budget for 2018, the Malaysian National News Agency (BERNAMA) reports.

“Besides the aircraft’s capabilities, the team will evaluate other functions of the aircraft, including its supportive aspect and whether it (the aircraft) could collaborate with our local industry. We need to look holistically on its long-term benefits,” said RMAF Chief of Air Staff, Gen. Tan Sri Affendi Buang.

The new MPAs are being sought to provide the RMAF with anti-submarine warfare (ASW), maritime surveillance (ISR), search-and-rescue (SAR) and electronic intelligence (ELINT) capabilities.

If brought to fruition, the RMAF hopes it would be an initial order with follow-on batches.

The RMAF technical team will also include an officer from the Royal Malaysian Navy. BERNAMA listed the Airbus Defence & Space C295, Leonardo ATR-72MP, Boeing P-8 Poseidon and Indonesia’s own CN235 as the leading candidates for the RMAF MPA requirement.

The Boeing P-8 is a noticeably unique platform of the list considering it is much more capable – and costlier – than its lighter turboprop-based competitors. The could be also be an option, giving the RMAF a jet-powered MPA option with ASW and anti-ship warfare (AShW) capabilities. However, Saab does not have a Bombardier Global 6000-based Swordfish MPA for the RMAF to test.

According to BERNAMA, Malaysia is also considering Japan’s Lockheed Martin P-3 Orion MPAs, which it is now replacing with the Kawasaki P-1. However, given that the Japanese P-3s are old airframes, the RMAF will look at them as potential interim or bridge aircraft, and will seek them at free of cost.

The RMAF currently flies Beechcraft B200 aircraft in the MPA role. The RMAF’s future MPAs would have improved ISR and ELINT equipment, but with added attack (via ASW and possibly AShW) capabilities.
