Because financially speaking, the former two countries are still economic basketcases although Malaysia is *just* coming out of its inflation.

Indonesia and Malaysia's forces are more counter-insurgency based, with an emphasis on jungle warfare due to their geography. While Malaysia's armed forces are somewhat more professional, both Indonesia and Malaysia's militaries are heavily political (dwifungsi in the Indonesian parliament and a predominance of Malays at both enlisted and officer corps in Malaysia). Historically and professionally speaking, this detracts from their militaries being a purely professional force and frankly speaking, both Indonesia and Malaysia's militaries are corrupt as hell, not to mention under-staffed (Malaysia's 90k+ compared to Singapore's 150k+)

Man for man and weapon for weapon, Singapore is the only state in ASEAN capable of power projection for a city-state it's size. Malaysia is only now beginning to resume the modernization of its military (ie. ASTROS II, the Scorpene subs, Polish T-91 tanks etc.)

But Singapore is way ahead in terms of counterforce, ie. Apaches with the Longbow package, F-16 with an eye towards F-15s. There's a persistent rumour that they're also looking at Leclercs. Meanwhile, Malaysia's National Service is a corruption-ridden joke compared to say, the number of NSMen the SAF can mobilize in 3 short days.
