Should WS-10 and WS-13 engine families swap designations?

I've got no problems whether the Chinese decide to do this or not, but in order to simplify things (especially for any future foreign orders), don't you think that the Chinese beaurocrats in charge of naming things should change the 10 ton thrust engine's (currently the WS-13A) designation to WS-10, and the 13 ton thrust engine (the WS-10A) to WS-13? I'm sure there probably would be confusion initially, but if they renamed them now there will be less confusion as mass production (and as a consequence export orders) hasn't really started yet for either engine families.

No that won't do, the designation system follows the "who-start-first" rule, not performance based.
