Russia is fundamentally a land power so if the Russian navy is crap, no one cares outside of the Russian naval careerists. If they have sincerely lowered the cost of the Su-57 to 35 million, it seems to match more their WW2 doctrine, where semi-outmoded aircraft were launched in swarms to support Russian land power, and production output and air denial was more important than high-altitude or qualitative performance. I recall LCol Yu going on with a joke about Soviet generals sitting in Paris. One general says to the other: so who won the air war?
In the Chinese case, as China is a dual land and sea power, airpower matters more as it can address both fronts, which is why in the long-term Chinese aviation will overtake that of the Russians; the Chinese need good air power. Which is why, the Russians seem more satsified with a stopgap / attrition fighter like the Su-57 than something that could potentially get extremely favorable K:L ratios vs F-35s.
