A source told the Interfax news website that the budget will likely be reduced by fifty percent from the proposed $800 million.

“Instead of previously planned approximately 50 billion rubles for the work, it is planned to allocate about half of the previously announced amount” the source said.

The budget cuts will primary affect the modernisation of the carrier, whereas repairs will be carried out in full, according to the source.

The remaining funds will be used to upgrade the carrier’s propulsion systems including replacing four out of the Admiral Kuznetsov’s eight turbo-pressurised boilers while overhauling the remaining four.

In November last year, a MiG-29K crashed in to the sea before trying to land on the carrier, according to Russian officials the crash was a result of technical malfunction but it was later revealed that the jet had run out of fuel waiting to land while the crew was attempting to repair an arresting wire that broke. In early December an Su-33 crashed into the sea after attempting to land on the carrier.

According to a Russian report, the jet crashed at its second attempt to land on the aircraft carrier in good weather conditions. Initially it was suspected that the jet missed the wires and failed to go around, falling short of the bow of the warship, but later it was revealed that the arresting cable failed to hold the aircraft, and was damaged in the attempt.

Following the two incidents, the Kuznetsovs air wing was transferred to shore at Khmeimim Air Base near Latakia to continue military operations.

The Admiral Kuznetsov serves as the flagship of the Russian Navy and is their only aircraft carrier. The initial name of the ship was Riga; she was launched as Leonid Brezhnev in 1985.

She was originally commissioned in the Soviet Navy and was intended to be the lead ship of her class but the only other ship of her class, Varyag, was never completed or commissioned by the Soviet, Russian or Ukrainian navy. This second hull was eventually sold to the People’s Republic of China by Ukraine, completed in Dalian and launched as Liaoning.

This is not a big surprise and has been alluded to over the last year or two.

The Kuznetzov is mid-1980s tech and though it has been seen operating lately in the Syrian conflict, its abilities were strained, and almost an embarassement.

Very low sortie rates...not as effective as the Russians had hoped.

The truth is, budget issues are severely limiting the Russians on almost every front.

The Russians may have slowed down their rearmament program, due to sanctions and so on. But it's not going to stop them. It just proves the point of mine that ploys applied by certain countries to bog down Russia, only serves as as validation that those countries view Russia as a serious contender. Under handed tactics would keep Russia from modernizing it's miltary. The world needs a balance of power and Russia along with China are that equalizing balance to the world. As for the Kuznetsov Carrier, minimal upgrades are fine. The carrier just needs to be around till Russia builds it's Navy up with Super Gorshkov, Gregerovichs, Derkzys destroyers and frigates. In due time, when they have expanded and modernized their shipbuilding base. The Russians will embark upon their Leader Class Nuclear Destroyers and Shtorm Class Super Carriers.

One thing is for certain, today's Russian Federation is NOT like the former Soviet Union. The latter was a product of mindless Bolsheviks, but today's Russia is what originally was, Orthodox Christian. Big difference and these guys aren't dumb like those Bolsheviks who ran down the country to an oblivion by spending more than they could afford. Today's Russia is smart, prudent and calculative, and this is why they would overcome the pot holes dug up by its rivals. More and more nations are waking up to the fact that Russia today is a balanced, fair and wise nation than its predecessor. I foresee Russia gaining more allies around the world in the near future.

Russia will remain in a terrible rut for at least the coming decade. Even China's economic support cannot help much with the US destroying the Russian economy with their sanctions and lowered oil prices. Choice is to play nice with US and perhaps become a vassal one day. Russians have too much pride and potential to do this, so we can be certain there is no recovery for Russia anytime soon. Many of its best and brightest understandably leave the country for western Europe, North America, and even Asia. As long as this dynamic continues, there is no hope for the economy or the military complex. They are already buying foreign ships and even Chinese engines. There is little investment into these high tech fields and we are already seeing the results. They will become only more obvious in coming decades but propaganda will make people believe it's all good.

you know little about geopolitics too little, Russia has something that you will never understand but i told you too much, remember this China culturally never will reign, Russia is forever Christian, its independence is sure, its technology will remain, the west ruled thanks to Christianity, one day the USA will realize they are Christian too, something in common with Russia and guess what? Europe never will let China enter in the middle east and west of Urals, the West will join forces with Russia, remember the USA is an ally of Russia despite it looks an enemy the USA will never invade Russia because they have a common culture

Lol that is the most pathetic piece of thing I have read. Yes what you said may be true in white supremacist circles about sharing racial identity and common background of "religious culture" but this will never work out the way you think it will. Let me break things down for you so you may have a chance at understanding alternative perspectives.

1. Sharing common racial identity does not unify groups. Almost all wars in history were fought between same races. Now that technology has created a smaller world, this still remains true. eg. China Japan. All of Europe fighting each other for centuries and may one day do so again etc etc.

2. Sharing religious roots has been one of the biggest causes of conflict in history. e.g. Christians Catholics, Islam Judaism, Sunni Shiite, moderate vs extremists..... on and on and on.

So already two of your biggest claims are absolute rubbish in reality outside of white nationalist circles who love the idea of unifying Russia and USA along with Europe to separate and kill off all other humans (that's their unspoken desire but obvious enough from their actions, past, and writing).

3. USA is not fundamentally all christian before and it is increasingly not so. For better or worse, this is true for most of the world. There will be no unity when hardly anyone believes and hardly anyone aligns themselves like the Islamic world is trying to do with their caliphate. Even if christians do find military and political solidarity around the world, their first priority are the threats against their church. In this list, China and her pursuit of reinstating the middle kingdom as the centre of the world is very low at the bottom since it's not a communist state (only by name) and not a direct threat to Christendom like many other threats that exist and will exist once christians find solidarity.

4. China will not let this happen. They know Europe murdered and looted its way around the world while justifying their violence and inhumanity using their religious teachings and dehumanising the rest (you can kill as long as the killed is not of the faith and thus not human therefore the commandments do not apply hence european violence around the world was allowed). Many others who have been colonised or mistreated like this in the past understand very well. Only deluded morons like you can believe people of colour don't remember this. They will unite against this new european threat and destroy europe or the world before it happens. China will gladly align with the Arabs and Jews against a new fourth reich. This time the rest of us have equal if not better and more arms too so get ready. Plus we are used to a lower living standard so do tend to work harder and save more. Europeans are the ones who have more to lose. So they probably won't fight a fight to the death. As for Europe, good luck with the muslims first. I hope they take over Europe. Looking good so far. Not even a shot need be fired for Europe. They are pacified already if not by themselves, then it'll be by new political left.

5.USA leadership only cares about the interest of the people who pay them and themselves. That has never been and will unlikely be Russia in the near to long term future. By then China will be strong and wealthy enough to throw more political weight around and the peoples that have been brought out of poverty by China's methods (already the first steps have been taken in OBOR and loan initiatives) will be friendly to China because they were not as barbaric and cruel as the europeans from a century and more ago. This unites the greatest fraction of human population and with it comes the greatest share of minds. European dominance of the globe has been an anomaly in history so don't try the debunked crap about whites being more intelligent. You are thinking about the Jews as well. You have them partly to thank along with all the other people who have built and helped develop the west with their many contributions. If these people ever feel threatened, they will ally themselves to other parties.

6. Russia is pretty much done for as we speak. Their only saving grace is resources from a huge land and China. I honestly hate the idea of China spending its small share of wealth trying to prop up Russia. It's the only country buying resources from Russia at a fair price and with gold. Russia has fewer and fewer friends. Many former CIS countries hate Russia and want to get away from the sinking ship. Its actions in Ukraine and previously Georgia, central asia, and within Russia (Chechnya) have created many enemies. Islamists too.

7. USA has never been an ally in modern age and only since the 19th century and up to WW2 but then US was also Imperial China (Nationalists) ally then and even the Communists too, against Japan. This means nothing and the very fact you think this shows just how ridiculously beyond words your theories are.

I never said China will reign. I know the government wants it to have the greatest influence on the region and eventually maybe the world. But I have never claimed this so your concern shows your worry. And a bit of history for you. China did reign asia in the past. Contrary to your claims. China along with India used to be the greatest civilisation on this planet for millenia after the fall of older arab civilisations. Russia has always been backwater of Europe and European civilisation and culture was NEVER dominated or reigned by Russia. So everything you claim is the opposite of reality and history. Good luck reigning with intelligence and thinking as pathetic as yours. A child understands the world better than your conspiracy bullshit.

China has a better chance at "reign" than Russia precisely because it is not Christian. There's a sliver of wisdom for you but you will not understand or accept. You have a very problematic way of thinking based off all the dogma you have believed in over the years. Best you focus more on your many children from different women than on this sort of stuff that is well beyond your level of intelligence and education. Leave the conspiracy nonsense on youtube. The real world has shifted many times in the last 20 years. You haven't caught up at all and you will be left behind. I for one hope you and the people who follow these beliefs fail. Unfortunately history has taught us that a cornered dog is most dangerous. One day the world will see you losers as equally dangerous as the islamists. You will continue thinking you are the best and greatest and most deserving like the islamists and then when you do wake up to the sorry state of things, you will turn violent and blame others. Hopefully these others will be able to defend themselves against the filth and lies. History has repeated this many times. And the next one to be in this position is you and your orthodox Russians. Soviet Union was not materialistic. Rome was and it was a superpower. If the world were to be united by a religious force, I'd much rather it be christianity than something else. But that is because i'm more partial to christian teachings and people. However, that is still less than ideal and certainly not going to happen.

Nationalism is often a response to another nationalism that threatens the former in a real and direct way. It is obvious to all Chinese members why China should have stronger nationalism. If it didn't it would have to embrace another century of humiliation, losing sovereignty, and being plundered. Chinese people (at least men in general) are not willing to let this happen. There's little stopping Chinese nationalism and at the same time, it will not get out of hand like European nationalism in the past. Some may say it will be and China will become a threat to world peace. So far that has not been the case. Even near conflicts were diffused and disagreements are shelved or conceded. So far China has not acted in the same aggressive manner others have in the past. And if you think claiming islands and mountains (that have always been claimed since earlier than 20th century not like they just decided to claim it one day recently) is aggressive, measure it against European colonialism and you will find China to be rather cooperative.

As for world domination. Well let's leave that for the conspiracy theorists. This is off topic enough. Sorry to bring it away further.
