Nonetheless, it's pretty unheard off for the Chinese to take deliver of a system before it's been fully fielded, especially something as new as the 40N6.

That's all very true, but the Chinese see an onslaught of Western 5 gens proliferating in South Korea, Japan, and Australia. The United States Marines are trolling the F-35B around the South China Sea, the F-35Cs squadrons will start proliferating very shortly...... so my guess is those S-400's are gonna be popping up all over the South China Sea as well, ASAP.......

The PLA has the S400 It's just the interceptors. S400 has flavors close range 9N96 medium range 48N6 and long range 40N6
Well they have the close range they have the medium but that extra long that's theoretically able to shoot down fighters over Taiwan.
But those keep washing off the decks of the cargo ships. I am sure eventually the Russians will ship by rail or Truck as clearly Aquaman isn't happy with either the Russians or Chinese.

I think the western media might be getting carried away salivating at the prospects of fishing S400s out of the channel.

It’s hardly unknown that containers fall off cargo ships all the time during transport, so if you were transporting extremely sensitive state-of-the-art missiles, you would have to be an idiot to stack them on deck where they might fall off the ship and potentially be recovered by hostile powers.

The most likely scenario was that the missiles were stored within the hull of the ship, but due to the storm, either there was flooding of the compartment(s) where the missiles were stored, and/or other cargo came loose and fell on the S400 containers causing physical damage to the missiles.

Well, I suppose even the PLA's procurement process is going to change in the 21st century.

Incompetence is more likely. Remember the recent Soyuz spacecraft that some one drilled a hole in.
