Are We Battle Ready: Submarine repair that takes forever

New Delhi: Over-emphasis on indigenous work is hurting India's readiness for war.

As India's vital submarine arm struggles with dangerously low numbers, a top-end submarine has been taken out of the fleet for a repair programme.

The shocking part is that the repair schedule will last 10 years. Such upgrades have previously been done overseas in two years. One could compare this to a submarine being laid comatose, at least in the case of the INS Sindhukirti, a frontline Kilo class attack submarine of the Indian Navy.

It's been in dry dock at Vizag for a refit programme for close to five years now. It seems that Hindustan Shipyards, the government-owned contractor with little experience in submarine upgrades, will take at least another five years before the submarine can be put to water again.

Unavailable to the submarine-starved Navy for 10 of the 30 years of its useful life, the Sindhukirti is as good as a write off.

"How viable is a surgery which requires a healthy patient to be in a hospital bed for one-third of his life? That is the approximate analogy for the mid-life upgrade for this submarine INS Sindhukirti, the Dry Dock Queen. Four submarines are stuck in such protracted upgrades. Not surprisingly, just nobody is accountable," said our defence correspondent.

Russia took just two years each to upgrade six similar Kilo class submarines for the Indian Navy.

The government insists that it is now building national capability with inhouse upgrades.

"That kind of expertise did not exist in India before and this is for the first time that we are trying it out here. Instead of sending them to Russia all the way, this one is being offloaded to Hindustan Shipyards. There are some problems in their procurement procedures. It takes a little longer than is expected," said Chief of Naval Staff, Admiral Suresh Mehta.

What this trade-off on time does to India's military readiness is anybody's guess. It took a recent CAG report to blow the lid of the Indian Navy's worst kept secret: that the vital submarine arm faces a crisis of numbers.

The shocking revelations of the report were:

* Only seven of India's 16 submarines are available for combat at any time.

* 10 of these 16 ageing submarines will be due for phase-out by 2012.

* To maintain current numbers, one submarine needs to be inducted every two years but there's been no addition since 2001.

* India's only submarine-making facility in Mumbai was kept idle for 12 years.

The gaping hole in India's naval capability is showing.

Russia to Lease Shchuka-B Class Submarines to India

Russia could lease several Shchuka-B class nuclear attack submarines to India in coming years, a top official here said though the delivery of the first of the two nuke subs reportedly contracted by India is far behind schedule.

At the same time, the official had ruled out any plans by Moscow to strike similar deals with China.

"Yes, there is a real possibility of leasing for ten years several of our nuclear powered multi-role submarines of Project 971 of 'Shchuka-B'class," the Director of Federal Service for Military-Technical Cooperation (FSVTS) Mikhail Dmitriyev was quoted as saying by ITAR-TASS.

The Russian offer comes as Indian Navy has formulated a 20 year plan to produce indigenously 24 conventional submarines. New Delhi had also contracted for two nuclear submarines from Moscow, but navy has projected that in the next 10 years India would need to acquire or build another 10-12 nuclear subs. These nuclear submarines would be similar to the 'Nerpa'class, which was involved in an accident in November during final sea trials in Sea of Japan.

"This possibility can materialise in the coming years," he added. Dmitriyev also denied that Moscow was negotiating supply of nuclear submarines to China. "The question of supply of our multi role nuclear submarines to China does not exist, as unlike India, China never asked for them. That’s why we never negotiated with China on their lease or sale," Dmitriyev said. "This issue was also not raised at the Russian-Chinese Intergovernmental Commission session on December 11 in Beijing," he said.


It doesn't mean IN lacking in Subs . :coffee:

Indian BMD shield could be in service by 2011

A third successful test-firing of India's new ballistic missile defence (BMD) system in early March has given Defence Research and Development Organisation (DRDO) officials the confidence to claim that the system will offer an initial operating capability by 2011. ...

BMD capability seems to be really "in" these days.

Haha :rofl: A comprehensive Indian BMD system in two years, really, don't make me laugh. Even if India had the capability to do that, it would take them years. Look at the Arjun or the LCA. They can't finish projects.

So India is preparing for war with China...just in case. Not going do alot of good for relations between the two countries...how can mutual trust possibly ever materialise when the Indians are saying things like this out loud publicly?

Indian Army fears China attack by 2017

The Indian military fears a ‘Chinese aggression’ in less than a decade. A secret exercise, called ‘Divine Matrix’, by the army’s military operations directorate has visualised a war scenario with the nuclear-armed neighbour before 2017.

“A misadventure by China is very much within the realm of possibility with Beijing trying to position itself as the only power in the region. There will be no nuclear warfare but a short, swift war that could have menacing consequences for India,” said an army officer, who was part of the three-day war games that ended on Wednesday.

In the military’s assessment, based on a six-month study of various scenarios before the war games, China would rely on information warfare (IW) to bring India down on its knees before launching an offensive.

The war games saw generals raising concerns about the IW battalions of the People’s Liberation Army carrying out hacker attacks for military espionage, intelligence collection, paralysing communication systems, compromising airport security, inflicting damage on the banking system and disabling power grids. “We need to spend more on developing information warfare capability,” he said.

The war games dispelled the notion that China would take at least one season (one year) for a substantial military build-up across India’s northeastern frontiers. “The Tibetan infrastructure has been improved considerably. The PLA can now launch an assault very quickly, without any warning, the officer said.

The military believes that China would have swamped Tibet with sweeping demographic changes in the medium term. For the purposes of Divine Matrix, China would call Dalai Lama for rapprochement and neutralise him. The top brass also brainstormed over India’s options in case Pakistan joined the war to. Another apprehension was that Myanmar and Bangladesh would align with China in the future geostrategic environment.

Indians seem to be extremely paranoid that China wants to attack it.
I suppose since 1962 they would be like so.

The most annoying thing on that article is the fact that they make it sound like China having an edge over India is some huge suprise. China is being hailed as the next superpower, so one would expect it to be militarily competent.

They are hyping up each threat so govt release more money to buy weapons. These weapons are unlikely to be domestic systems.

Well every country hypes up threats to make their defense more in number.

In India's case, they are simply being too ambitious and aggressive. What they're doing isn't going to be good for the region..

I didn't really know where to put this (if there is a thread for Indian Airforce can a Mod move this) couldn't find a thread for the Indian Air force. Apparently the Rafale has been kicked out of the Indian MRCA program, not sure if this article is true or not. Personally I like the Rafael, and though it would be a good fit for the IAF, but India is moving towards more American equipment, and the Eurofighter engine is in a contest to be the engine for the LCA mk2. Anyways here's the link.
