contrary to several billion people, I've always thought surgical face-masks are for a surgeon so that s/he doesn't contaminate the body s/he cut into, and I've always thought a respirator with the proper canister is for protection against viruses

It didn't take long for the MSM to try to lay the blame at XI's doorstep!

Knowing about the virus can be very far away from the stage when you have to declare an emergency.

In the beginning, they don't know how virulent and transmissible the virus is. The doctors and researchers could be reporting that there were currently about 200 people infected with the virus in Hubei but most of them are having mild symptoms, some are recovering and one of them who had died had a pre-existing medical condition.
(Even today, outside of Hubei, the mortality rate is about 0.6 percent. Hopefully, this figure corresponds to a more normal situation in which Hospitals are not overwhelmed by too many cases.)

Now based on this early info, would the doctors and researchers advise President Xi to declare an emergency and immediate lockdown of cities and provinces?

I doubt so.

It's only when it became clear that the virus was spreading rapidly through the country through a human-to-human transmission that they realize the seriousness of the situation.

I agree with the nurses here. Protection of healthcare workers is paramount in controlling any infectious disease. Infected healthcare workers can spread the disease to the entire hospital. Better to err on the side of caution than be caught ill prepared.

Good for you for being the optimist. Just contrast the heroism and selflessness by the Chinese against the vile and maliciousness of the west towards Chinese and China. In the end of this ordeal, Be confident the Chinese people and nation shall overcome this misfortune and emerge as a more united, strong and proud nation. This is because Chinese are resourceful, resilient and hardworking.
