It is a developed country problem. The thing to focus here is that East Asian countries are relatively closed off to foreigners or immigrants. Those interested may want to check up how immigrant population can "cover for" the shortfalls in fertility from the already settled population in western countries.
China must say NO to liberal immigration while adopting moderately liberal outlook in civilian life. If pressed into action by a dire economic situation, China may only accept immigrants from potentially friendly or neutral cultures/peoples/ethnicities with respect to its future stability and aspirations. Some of them may be - Thailand, Myanmar, Mongolia, Bhutan, Combodia etc.
