Yes, I am quite curious. What do they do in other countries when they commission a ship? Do they sent sailors from other ships to attend the ceremony?

A side note on commissioning of CV17, a female sailor said during an interview that she was shore based for 4 years before she was finally posted for duty on CV17. So could these sailors are also waiting to be posted on some new ships?

Another possibility is that they are navy cadets from navy universities and training academies.
