I heard the HK judges are staffed with mostly Foreigners. Is that accurate?

Edit: If so, then why? Hard to believe a Communist party that vets Hong Kong's politicians will allow such a provision.

Very "subjective" analysis here :
Yes. It is quite accurate that heavy foreign influence (British) is there in HK judiciary. Many judges are foreigners themselves ( Bar association exchanges between HK and UK, I suppose).
The HK welcomes it because it helps foreign companies ( especially Financial institutes) find it easier to use HK judiciary rather than place their trust on the judicial system of PRC. The confidence and trust on the judicial system within the mainland is low, relatively.

So the HK government is OK with having some foreign judges in their judicial institutions. The PRC is OK too, since Deng Xiaoping has seen HK as sort of this backup plan in case the SEZ
( Special Economic Zones) like Shenzhen didn't bear fruit. HK has always been the backup plan as the Chinese experimented whether the successes of Asian Tiger Economies (which never sold itself to Laissez-faire capitalism) could be replicated. But alas, China had success. "You don't need freedom and democracy to grow and eat the fruits of capitalism". Now the HK system is appearing to be a burden. Only Financial institutions and patent settlements reign supreme in HK these days. Everything else had moved to mainland / or is in the process of moving or exist in HK because of convenience and close proximity to Shenzhen et all.

FYI: LRAD was developed by USA. Used frequently by American PD's and around the world, according to wiki, even in CZ.
Pretty standard stuff at this point.

Are those swasticas pasted in the background above the preachers? If one was religious and believes in signs, one might say his lord and saviour is trying to send him a message.

That is the "Chinazi" flag as created by the rioters. I think you can figure out what that means yourself.

Can anyone imagin what the outcry would be if Islamic preachers arrive in USA or UK and started to preach their version of "love and peace", lol

So Hong Kong is not a "free society" yet these preachers are free enough to enter, all the way from New York and Washington, and have enough freedom to preach their version of "love and peace"!
