Is the CV19-003 just nearby?

CV-19? ... NO, but Type 003, Yes.... in facf this is jndeed the Type 003, but due to a personnel decision of one senior moderator we are probably the only forum, which still sticks to the old - ans IMO wrong - designation.

You mean a second 003, a sistership? Call it 004 and no evidence so far. If Construction starts, this may be in Dalian - or the modules of 003 will be brought to Dalian for assembly? Nobody knows at the moment. But the drydock in Dalian is prepared for its next birth.

This seems to be a very tight fitting enclosure. It would be hard to manipulate any large piece of equipment or construction material around the hull.
It is impossible to move around within the hull and it was never meant to do that. The enclosure is only meant to cover the hull when being welded together of modules. I also suspect that the power plant will be put in and main deck being sealed before moving out to dry dock.

Given the current status of the vessel and the pace of construction thus far, hull construction is likely to continue for approximately the next 12 months.

What is the purpose of the (most probably) concrete dam in the red circle?

That is a new construction, not visible on any previous picture.
