Best guess blousing the boots.
that certainly makes the most sense.
Though doing a cursory search I can't find examples of uniforms where blousing straps are integrated with the pants.

Some do. I remember buying some off brand cammies from army navy stores that had them.

That said those had a draw string type. These new Chinese uniforms may be trying something different. Note that the Hem of the leg seems like it has some elastic to it. My guess is these and the bands are meant to make it look more tight around the boot.

This may be why their vests always seem to be positioned too low. They have as additional neck piece? My guess...

Grey seems a rather poor “winter” it might be do able but like UCP they just end up Grey. This is an “Urban” pattern.
closer look at the grey camo. Could be the urban or arctic? Reminds me a little of UCP
Additionally because you would only wear such in winter conditions really, it wouldn’t be the base uniform pattern. It would be best used on outer layers like Parkas, Snow pants, gloves, boots, ski masks and a outer most layers. Traditional a set of over whites that can be worn over thermal garments like parkas and waterproof pants.
It seems like they have a Urban, Desert, possibly Desert highlands (darker shades), woodland and jungle patterns sets.
